- The Technical Information Department is in charge of development, implementation and operation of the Remote Terminal Units and Automation Meter Reading including preparation of tender documents, purchase, installations and putting into operation of new systems and regular maintenance of the entire Technical Control System having two services – SCADA/EMS and Service of Metering.
Investment program
In the course of 2008 the department of TI was working on implementation of few projects financed by the World Bank and the European Bank for Reconstruction and Development, respectively. It was the WB ASCEE APL-3 Macedonian Project: Package 9-Consultantcy services on drafting of Tender documentation for the needs of splitting up from the Distribution Company. Evaluation report was produced and delivered to the Bank for approval. The report was approved and accepted in 2009.
Within the framework of preparing backgrounds in terms of Package 10, Lot 1 (Procurement and installation of Remote Terminal Unit and measuring converters) and Lot 2 (Procurement and Installation of new Substation Control Systems), site visits to Substations were made subject to splitting up from EVN and also proposals generated for technical solutions for supervision and control of these SSs.
EBRD Package 2-drafting of tender documentation, announcement of Invitation to Tenders on delivery and installation of new control units for SS Skopje 4 and SS Dubrovo (supervision and control of 400 kV in these to SSs). The contract was signed in 2009.
EBRD Package 3-collection of background for supervision and drafting of Tender Documentation for delivery and installation of new supervision and control systems in SS Bitola 2 and SS Skopje 1.
The implementation of a part of the above stated projects is related to the extension and upgrading to the existing systems in SS. For the needs to extend the functions of the existing Chronological Register of Events in SS Skopje 4 and SS Dubrovo up to complete SCADA Systems, tender documentation was prepared, operating requirements and technical specifications, respectably.
One of the basic TI department’s activities was the splitting up between MEPSO and EVN (preparation of operating requirements, drafting proposals for allocation of equipment, overview in the existing conditions with analysis of possible space division etc.).
Exploitation, preventive and regular maintenance
The basic activities of TI department are as follows:
- Exploitation and maintenance of existing platform of Energy Management System in the AD MEPSO National Dispatching Center;
- Maintenance of existing systems for Chronological Registration of events in SS;
- Maintenance of existing supervising and control systems with SS (Remote Terminal Units, SCADA);
- Exploitation and maintenance of remote Automatic Electricity Meter Reading System Convergence;
- Data Base Management – development of reports (daily, weekly, monthly), data archiving;
- Preventive and regular maintenance of TI and telemetering structure of MEPSO (modems, TCI, local network, MTU devices;
- Developing of monthly reports with data for 15 minute status to registers of digital meters;
- Regular maintenance of implemented meters
- Drafting up of tender documentation by implementing of functional requirements and technical specifications and upgrading of existing SCADA platform in SS Skopje 5 and realization of Automatic Voltage Regulation;
- Drawing up of tender documentation for procurement of new electricity meters;
- Installation and putting into operation of new electricity meters (for new line bays and big consumers);
Activities of SCADA/EMS department and division for Electronic Highway for 2009
- Control and intervention to functionality of EMS system server;
- Procedures for backup of archived data and messages on strips from NDC SCAA;
- Preparation of new configuration (change in parameters) and its reading in REC561 for general needs;
- Change in metering values of dispatching board;
- Implementation of new meters in AD MEPSO for replacement of defect meters, extension with new line bays and new big consumers in the system of AMR (Converge);
- Adding in processing of data with a part of meters that will have a function of checking meters;
- Every day acquisition of meters with errors in data reading (error groups);
- Producing of interconnections daily reports for the needs of the dispatching department;
- Producing of weekly reports for the dispatching consumers regarding the Division of electricity market;
- Producing of monthly reports for 15 minute data (Load Profiles) including billing data for the big consumers, the total electricity generation (ELEM) and meters with mutual points of splitting with ESM transformer bays) to issue invoices for the needs of the Division on supply for wholesale tariff consumers;
- Producing of monthly reports for 15 minute data from meters of electricity generated at threshold of TPP Negotino and the demands of AD TPP Negotino;
- Producing of monthly reports for active and reactive electricity (billing data) from the status in the meter of the interconnections with Greece, Bulgaria and Kosovo;
- Archiving of data in Oracle base of the Dispatching program to update the daily state;
- Data Archiving in Oracle base of AMR system;
- Regular maintenance of devices for telemetering;
- Direction of transmitting and receiving plates from MTU devices;
- Data test for reactive energy in the system for meter acquisition due to modification in the software of application by M12C;
- Implementation of tariff system in AMR system for 2008;
- Regular maintenance of SCADA system and local SCADA;
- Regular maintenance of RTUs and BCUs;
- Regular maintenance of recording system and analysis of communications (Registering phone);
- Drafting of technical specifications, project tender documentation financed by the World Bank and EBRD;
- Drafting of technical specification and tender documentation for Electronic Highway;
- Drafting of bids for projects financed by the World Bank and EBRD;
- Establishment of new telecommunication links with power facilities of MEPSO AND the power system as a whole;
- Regular and preventive maintenance of the teleinformation equipment.
